ESTABLISHMENT OF PTS AT PROTHRAPUR
During the 9th Five Year Plan, the Government of India has approved and sanctioned the scheme namely “Strengthening and Modernization of Police Training”. A full-fledged Police Training School is going to be established at Prothrapur.
A total of 45 hectares of land at Prothrapur (Survey No. 259/8) was initially allotted to Police Department vide Dy. Commissioner’s Order No. 748 dated 20.10.1975. a piece of 10 hectares of land was later taken out of it for development of District Jail Complex by Administration. But, when surveyed, the remaining land was found to be 25 hectares only instead of 35 hectares. Thus a shortage of 10 hectares as per allotment of 20.10.1975. Despite repeated requests to Dy. Commissioner, Andamans this shortage of 10 hectares of land has not been made good so far. Rather, another 5 hectares of land has been taken out of the remaining 25 hectares of land for further expansion of District Jail Complex on the orders of A&N Administration. As such, only 20 hectares of land is now available for the purpose of development of Police Training School at Prothrapur and the same is highly inadequate to meet various requirements of only training institution of Police in the Islands.
The Dy. Commissioner, Andamans has been requested for allotment of 10 hectares of adjacent land (Survey No. 259/8) by shifting the private quarry operating in the vicinity of proposed Police Training School Complex, vide letter No. IGP/Genl./2003/779 dated 29.01.2002 and a decision on the same is yet awaited. However, an additional land measuring 5 hectares was allotted for Police Training School vide Dy. Commissioner’s Order No. 946 dated 20.08.2000, but the same has not yet been demarcated even after lapse of one year, despite several requests to the revenue authorities. Further, it is learnt that the allotted 5 hectares of land belongs to Forest Department. It may be mentioned that sufficient government revenue land is available between the barracks constructed for foreign poachers in the land allotted for Police Training School and explosive godown of APWD and the same is adjacent to the Survey No. 259/8 at Prothrapur. The matter for allotment of available revenue land is under active consideration in the office of the Tehsildar, Port Blair. At the same time, the APWD has taken up the work related for drawing plan and estimates for the construction of various training blocks/ apartments as per our priority over the required land already handed over to us.
Establishment of an Integrated Training Complex
To improve training facilities, an Integrated Training Complex comprising a Computer Lab, to accommodate 15 trainees in one session, Lecture Hall having capacity of 50 participants and a Library having capacity of 25 persons have been established at Police line for the benefit of recruit trainees as well as in-service personnel attending professional courses time to time. Altogether 1037 books on Law and other subjects relating to Police functioning are available in the Library. The Computer Lab is also being provided required number of computer for imparting basic training to the Police Officers and men.
Computer Training to all Police Officers
As we know, the role of information and technology has become more important in day to day functioning of Police Force including crime and investigation, it has already been decided to provide basic computer education to each and every service person of the Andaman and Nicobar Police Force and as such the computer training has also been included in the syllabus of constable recruits. A total of 109 constable recruits who were under basic training at Police Training School have been imparted computer training at Government Polytechnic. Besides, the in-service personnel are also being deputed for computer basic training at Government Polytechnic in batches under the supervision of Police Training School, so that our goal for providing computer education to all can be achieved as early as possible.
