CITIZENS CHARTER 

The A & N Police has a strength of 3021 personnel belonging to executive police, Island communication and Fire Unit Headed by an IGP assisted by two DIGPs, 2 SPs (SP Andaman District & SP Nicobar District), 10 Dy.SPs, 1 PRO & 1 CFO. The force is deployed for law and order, security and traffic duties under 21 Police Stations, 13 Out Posts, 15 Jarawa Protection Posts (JPP), 1 Look Out Post, 20 Fire Stations & 20 PR Stations. The special deployment of Look Out Posts and static guards at vital places and other fixed duties, is however, entrusted to Special Armed Police (SAP) and Armed Police unit of the Islands Police. 

Objectives & Responsibilities

The primary responsibilities of A & N Police in these Islands are as under:

  1. To ensure effective maintenance of law and order, crime & security.

  2. To prevent and detect crime.

  3. To ensure proper management of Traffic.

  4. To provide efficient Fire Services.

Mission Statement

Any person desirous of having access to police or any official of the Police Department, can do so by making  a personal approach, through correspondence, over telephone or through e-mail. There can be numerous reasons for approaching the police, and some of them could be as under:

  1. To provide information regarding crime and criminals;

  2. For redressal of grievances;

  3. To convey about traffic problems or render suggestion;

  4. To pass on secret information on crime or sensitive matter;

  5. To report incidence of fire

  6. To seek driving licenses and Permits;

  7. To lodge complaint against police and other officials;

  8. For verification of character and antecedents;

  9. For transmission of wireless messages;

Organizational Infrastructure:- 

A & N Police renders services to public through its executive wing (i.e. Civil Police), Armed Police Wing, Traffic Police, Island communication & Fire wing. The executive police is divided into two District of Andaman & Car Nicobar with 12 and 4 Police Station respectively. There is one separate Police Station of Central Crime Station at Port Blair. The functioning of Andaman District is regulated through three Sub Divisions (South Andaman, Middle Andaman & North Andaman) each under a DySP whose offices are located at Port Blair, Bamboo Flat and Mayabunder. The Car Nicobar District, on the other hand, function  with its  District HQ at  Car Nicobar  and  a   Sub Divisional Office at Campbell Bay. Both the Districts function under direct supervision of Inspector General of Police. 

Police Station:

  1. It is the nerve centre of most of the police activities and any citizen is welcome to Police Station or Police Out Post, an extension of Police Station. Any information pertaining to crime, criminals or for the redressal of a grievances, the access to the Police Station or out post is a must. The Duty Officer of a Police Station or Out Post is duty bound to attend to all oral or written complaints received from Members of Public. Every complaint/information is to be recorded promptly and enquiries/investigation taken up as per the nature of complaint as Cognizable or Non-Cognizable. The visitors to Police Station have a right for a patient hearing from the SHO of Police Station or In Charge Out Post. The SHO of the Police Station will register your report given verbally or in writing as Cognizable or Non-Cognizable offences, as the case may be in the FIR Book / NCFIR Book. After your signature, he shall hand over you a copy of the FIR / NCFIRs, free of cost. 

  2. In case any complaint is not promptly attended to or registered at Police Station by the Duty Officer or the SHO, a Member of Public has a right to approach the Deputy Superintendent of Police / Superintendent of Police concerned / DIG or  IGP. You could send your complaint by post or hand over personally for legal action. 

  3. In case any person involved or wanted in a crime is brought to the Police Station, he is to be questioned by police with due regards to human rights. The use of third degree or any types of physical torture, ill-treatment coercion etc is prohibited. 

  4. No female / child will be brought to the Police Station for interrogation after sunset. The rights of the arrested persons

  5. Whenever called upon by the Investigating officer (IO) to the Police Station or Out Post for your evidence or statement in any criminal case or enquiry, you have a right to know the date and time for appearance and the purpose for being summoned. A person can seek times convenient to him or her, for visiting Police Station/Out post. 

  6. Women, aggrieved of harassment ill-treatment by husband or relatives, may lodge their complaints with the Officer Incharge of All Women Police Cell located in the office of the Superintendent of Police (Andaman), Port Blair. A complaint in this regard could also be directly given to the SHO, DySP or other Senior Officers who would refer it  to the I/C All Women Police Cell for enquiry. If the complaint makes out an offence under I.P.C, regular investigation would be taken up by the police. 

  7. You may also know progress of your complaint/case from SHO of PS concerned on every Saturday between 3.00 PM – 5.00 PM. In case you need any document / copy of document, you may ask in writing to the SHO who shall provide the same at the earliest and not later than a week.   

  8. Any person aggrieved of mis-behaviour or irresponsible conduct by any policeman may send his / her complaint to the Public Grievances Cell, Police Headquarters, Port Blair or complain to DySP or Superintendent of Police. In the event of non-redressal, IGP & DIGP could be approached in Police Headquarters, Port Blair.

  9. Any affected person can obtain copy of FIR, Inquest Report, Post Mortem Examination Report, registration documents of vehicle, driving licence of alleged driver in cases of fatal accident for filing compensation in Motor Vehicle Accident Claim Tribunal (MACT) i.e. the court of Session Judge, Port Blair. These documents shall be made available by SHO of Police Station concerned within one week of the registration of the case, free of cost.

Traffic Police

Police Control Room:

There is a Police Control Room functioning round the clock at Port Blair for rendering police assistance to general public and persons in distress over telephone No. 100. In the event of commission of any crime, accident, Law & Order situation, Fire or any other natural calamity, one could contact Police on telephone No. 100. The Police Control Room will immediately inform the concerned Police Station to rush the place of occurrence. 

The telephone facility of 100 is free of charge.

    Do's & Don'ts of Fire Prevention

    Do's for Fire Prevention

  1. Matches and lighters should be kept safely out of children's reach.

  2. Leave no open fire unattended especially when children can reach it.

  3. Make sure that children do not play with fire works except under strict supervision.

  4. Keep children away from kitchen and other fires.

  5. In the event of clothing fire lie flat on ground and roll. If a blanket is available wrap your self in it or rug coat etc.

  6. Use metal /glass ashtrays while smoking to dispose off matches, used Cigarettes and Bidis.

  7. All receptacles for waste should be emptied at regular intervals.

  8. Use only one electrical appliance in one Socket.

  9. Keep the electrical wires away from Hot & Wet Surfaces.

  10. Switch off appliance after use and remove the plug from the socket.

  11. Switch off the main switch when leaving office/houses for a long duration.

  12. Keep the escape routes/staircases free of any obstruction.

  13. Get your electrical appliances checked periodically.

  14. Use the correct size for your fuse wire. When in doubt, consult an expert.

  15. If leak is suspected in the cooking gas installed in the kitchen, no match should be lit or electrical switch operated. The safest method of dealing with a gas is to ventilate the kitchen and tighten all gas valves.

Don'ts of Fire Prevention  

  1. Do not smoke in bed

  2. Do not throw lighted matches, cigarette ends, pipe, bottle etc. carelessly. Use an ashtray half filled with water.

  3. Do not smoke near flammable liquids and gases 

  4. Do not fill any lighter with an open fire around.

  5. In the event of clothing fire do not run.

  6. Don't attempt to clean or treat a burn. Just cover it loosely with heavy layers of clean dry cloth. Get assistance of doctor immediately.

  7. Don't plug too many electrical appliances in one socket.

  8. Don't lay wires under carpet, mats or doorways. They get crushed, resulting in short circuiting.

  9. Do not reach for any article over an open fire. Your cloths may catch fire while doing so.

  10. Don't fill a burning stove.

  11. Do not store inflammable liquid like kerosene and petrol in the kitchen.

  12. Do not make naked fire in wooden kitchen. The walls of your kitchen should be made concrete.

 

Island Communication

Beside aforesaid public services, A & N Police is rendering a number of other important services for the benefit and in favour of general public. A few of them are as under:-

Any person could have access to senior Police Officers by addressing their letters/complaints. Copies of such writings/complaints could be put in the complaint/suggestion boxes placed at Police Station, Offices of SP, Dy.SPs. or PHQ. Such matters could also be personally reported to SHOs, DySPs, concerned during office hours. Members of public could also contact Senior Officers i.e. District SP, DIGP and IGP during the visiting hours for public from 11 AM to 12 hrs. every working days.

Rights of Citizen in the event of arrest by Police

  1. In case of your arrest by any Police Officer you have a right to know the reason of your arrest and to receive a copy of the arrest memo prepared by the arresting police officer. Arrest Memo will bear your signature and signature of your relative, friend or any other respectable with their address. You must be given a copy of it. 

  2. After arrest, a record of your arrival /departure is to be entered in general diary of the concerned Police Station/Out Post. You also have a right to inform your friend / relatives / lawyer who has interest in your welfare immediately after your arrest. If the person stays in other districts, then by telephone / telegram or through local legal aid cell. 

  3. The arrestee has a right to meet his lawyer during investigation. 

  4. In regard to search or personal search after your arrest, you have a right to ask a copy of the search memo from the officer conducting search or the IO. The items seized are to be mentioned in the seizure memos, prepared at your house in the presence of two local independent witnesses with their signature on it. You have  a right to keep a copy of such a seizure Memo. 

  5. After arrest, you also have a right for medical examination by a Govt. doctor immediately and later every 48 hours of your custody in police. 

Duties & Responsibilities of a citizen 

Every person is duty bound to assist a Police Officer or Magistrate reasonably demanding his help in preventing escape of any person while suppressing breach of peace and also to save public property from any attempt to damage or destroy the same. In case of refusal or omission the members of such public may be prosecuted under section 187 of I.P.C.

Every person aware of the following offences shall have to give information forthwith to the nearest Police Officer of such commission or the intention of any other person:- 

  1. Offences against the public tranquility.

  2. Offences affecting life.

  3. Mischief against property.

  4. Offences relating to currency notes and Bank notes.

  5. Offence relating to adulteration of food & drugs.

  6. Offences relating to illegal gratification. 

  7. Offences relating to criminal breach of trust by public servant.

  8. House trespass and lurking trespass.

  9. Offences of theft. 

  10. Offences of robbery & dacoity. 

Omission to give such information or giving false information by any person shall be liable for punishment under section 176 and 177 I.P.C. respectively.
